A cracked vial of flour labeled "anthrax sample -- do not open."
Attach a locking mechanism to a hidden radio receiver. Don't lock it. Put a note inside saying, "If you could open this, it got out."

I mean, when you think about it, sticking the US nuclear codes on a floppy disk is pretty damn good security.
